  • That the sincere condolences of Kingston City Council be extended to the family and friends of Nancy Hanschmann, who passed away on March 3, 2025. Nancy worked for 37 years for the City of Kingston as a Transit Operator and for Public Works. She loved driving the snow plow, was the first female assistant supervisor with Public Works Services and built strong relationships with her co-workers. Nancy was a member of CUPE, locally, regionally and nationally. She fought for LGBTQ+ rights and those in marginalized communities. Nancy was an activist and will be sorely missed at all levels of CUPE by her union brothers and sisters. Our thoughts are with Nancy’s family and friends during this difficult time.

  • That Council authorize the Mayor and Clerk to execute a lease agreement with His Majesty the King in right of Canada, as represented by the Minister of Fisheries and Oceans, for the Portsmouth Olympic Harbour for a term of five (5) years with an effective date of January 1, 2025 and ending December 31, 2029, in a form satisfactory to the Director of Legal Services.

  • That Council authorize the Mayor and Clerk to enter into a one-year extension agreement with GIP Paving Inc., in a form satisfactory to Legal Services, for a term commencing November 10, 2025 and ending April 12, 2026.

  • That the Mayor and Clerk be authorized to execute a Service Level Agreement between the City of Kingston and the Kingston Arts Council that identifies the services to be provided by the Kingston Arts Council and the associated funding to be issued by the City of Kingston for those services, in a form acceptable to the Director of Legal Services; and

    That Council approve the release of $151,375 from the Arts & Culture Services Department’s 2025 operating budget to support the Kingston Arts Council and the services identified as part of a Service Level Agreement between the City of Kingston and the Kingston Arts Council in 2025; and

    That Council approve the release of $612,790 from the Arts & Culture Services Department’s 2025 operating budget to be held in trust by the Kingston Arts Council and distributed through the City of Kingston Arts Fund, pending Council approval of the 2025 City of Kingston Arts Fund Transition Plan.

That as requested by Adam Walker, Community Foundation for Kingston & Area, City Council proclaim June 25, 2025 to be “Community Foundation for Kingston & Area 30th Anniversary Day” in the City of Kingston.

  • That as requested by Manish Rughani, Walk for Values, City Council proclaim April 24, 2025, as “Human Values Day” in the City of Kingston.

  • That as requested by Guy Exley, Ribfest Event Manager, Impact Events Group Inc., Council designate the event, Kingston Ribfest & Craft Beer Show, scheduled for September 5-7, 2025 at the Memorial Centre, as an event of municipal significance, to which a Special Occasion Permit may be issued by the Alcohol and Gaming Commission of Ontario. 

  • That as requested by Sophia Jacobs, Canadian Women of Colour Leadership Network, City Council proclaim the month of April to be “Black Maternal Health & Reproductive Justice Month” in the City of Kingston.

  • Whereas the Association of Municipalities of Ontario (AMO) is currently seeking nominations to their board of directors to fill a vacancy on the Large Urban Caucus and nominations need to be received by March 19, 2025; and

    Whereas nominations to fill this vacancy must be supported by a council motion which indicates the financial support of that council; and

    Whereas the City of Kingston has benefited from having local representation on this important Ontario municipal board through Mayor Bryan Paterson since 2019 and prior to that Councillor Kevin George; and

    Whereas part of this benefit to the City is by having a seat at the AMO table enables the City to be a part of provincial / municipal conversations around issues of significance to the City including municipal finance reform, infrastructure spending, new policy and legislative initiatives to name a few; and

    Whereas with the results of the recent provincial election, Kingston is not part of current government and would benefit from being associated with a municipal board that has a memorandum of understanding with the province around municipal policy and program decisions;

    Therefore Be It Resolved That the Kingston City Council nominates Councillor Don Amos for election to the board of the Association of the Municipalities of Ontario as a member of the Large Urban Caucus; and

    That the City of Kingston agrees to cover all travel related expenses for attending the AMO meetings should Councillor Amos be elected to the AMO Board as a member of the Large Urban Caucus.

  • Whereas Kingston experienced a significant weather event in February 2025; and

    Whereas questions have arisen about the prioritizing of pedestrian snow clearance around school zones and reasonable timelines; and

    Whereas a review of the levels of service for sidewalk plowing in the Winter Maintenance Policy has not been conducted during this term of Council;

    Therefore Be It Resolved That staff provide Council with an information report by the end of Q3 2025 detailing the current prioritization of sidewalk plowing in school zones and identifying achievable improvements within the current level of service as well as means of communication to residents regarding the level of service in school zones.

  • Whereas housing and homelessness are both complex challenges that require targeted and meaningful action and support; and

    Whereas section 1.1.1 of the 2023-2026 Council Strategic Plan focuses on seeking opportunities to foster innovative approaches to housing; and

    Whereas section 1.4.1 of the 2023-2026 Council Strategic Plan pledges to continue to support partners in implementing integrated solutions for vulnerable and unhoused populations; and

    Whereas as part of Kingston’s 2025 Operating and Capital Budget with respect to Report Number 25-039, the Housing and Homelessness Manager position will be separated in two management positions, a Homelessness Manager and a Housing Manager to support the increased volume and demand across both aspects of the previously combined portfolio; and

    Whereas members of the Housing and Homelessness Advisory Committee must work to ensure that there is a comprehensive understanding of housing services, and affordable housing and homelessness issues, initiatives, and developments; and

    Whereas section 5.1 of By-Law Number 2023-204, the Committee By-law, provides that a committee may establish a subcommittee to assist the committee in carrying out its functions;

    Therefore Be It Resolved That staff be directed to bring forward a recommendation to the Committee by the end of Q2 2025, to establish an affordable housing subcommittee and a homelessness subcommittee, considering the requirements of Section 5 of the Committee By-Law.
