  • That the sincere condolences of Kingston City Council be extended to the family and friends of George Beavis, who passed away on October 14, 2025 at the age of 81. Following his retirement from the Public Utilities Commission in 1995, George continued to serve his community as an elected representative, first as a member of Kingston City Council for Lakeside District from 1998 – 2006, and then from 2006 – 2014 as a trustee with the Limestone District School Board. He was also involved with numerous organizations in Kingston, serving as chair of the United Way and as a member of the Kingston Home Builders’ Association. Our thoughts are with George’s family and friends during this difficult time.

  • That the sincere condolences of Kingston City Council be extended to the family and friends of Philip Michael ‘Phil’ Osanic, who passed away on October 16, 2025, at the age of 65. Phil was a practicing lawyer since 1993 and from 2003 an adjunct Assistant Professor teaching Business Law, Ethics, and Appellate Advocacy at Queen’s University’s Smith School of Business and Queen’s Law, sharing his expertise and passion for the law and mentoring generations of students. He also served in the Canadian Armed Forces from 1986–1997 and remained engaged with veterans’ and military communities, demonstrating a lifelong dedication to public service. Phil will be remembered for his contributions to the life of this city, through his teaching, mentorship, service to country, and the support he gave to his wife Lisa in her many years of public service. Our thoughts are with Lisa, and their children, Nicholas and Christie, family and friends during this difficult time.

  • That a draft By-Law, attached as Exhibit A to Report Number 25-003, be presented to Council and given three readings to authorize the borrowing upon debentures in the principal amount of $5,749,188 for a 20-year term towards the cost of the Better Homes Kingston homeowner loans; and

    That Council authorize the Chief Financial Officer and City Treasurer to execute, on behalf of the municipality, all documents required to issue debentures to the Federation of Canadian Municipalities for the Better Homes Kingston program.
