Ms. Oare conducted a PowerPoint presentation regarding the property standards appeal for 3275 Wilton Road. A copy of this presentation is available upon request through the City Clerk's Department.
The Committee had no questions for Ms. Oare immediately following her presentation.
The Chair provided and opportunity for the appellant to speak to the appeal.
Mr. Kellar stated that he is asking for an extension to bring his property into compliance with the Order to Remedy. He explained that he would be retiring in December which would give him the opportunity to make repairs on his house and move objects into the home. He added that he has bought the material for three sheds for storage. He noted that the trailer on the property requires repairs but that it is operable.
Ms. Kainer stated that a number of the items in the Order to Remedy pose safety concerns. She asked how long it would take to remove those items. Mr. Kellar explained that due to family emergencies he had not been able to attend to the items on the property during the summer months.
Mr. Fudge asked if Mr. Kellar is living on site. Mr. Kellar confirmed that he is living in the home at 3275 Wilton Road.
The Chair asked Ms. Oare if she had noticed a privacy fence or new wood upon re-inspection. Ms. Oared stated that she had not observed a privacy fence or new wood on-site. Mr. Kellar noted that the wood is under a tarp. Ms. Oare confirmed there were many tarps on the property. The Chair inquired about the state of the appliances and whether they would be usable. Ms. Oare explained that the appliances have been outside for several months so she is not sure of their current condition.
Mr. Kellar added that he would be disposing of multiple vehicles on the property as three of the vehicles are not road-worthy.
The Chair asked Ms. Oare if she was able to access the barn on the property. Ms. Oare stated that the barn was too full to access and she would not have felt safe attempting to enter it.
The Chair asked Ms. Oare if additional objects had been accumulated since her first inspection. Ms. Oare explained that there was a pathway present on the property during her first inspection that was not present upon re-inspection.
Mr. Fudge asked how the Licensing & Enforcement Department became aware of the Property Standards Violations at this address. Ms. Oare confirmed that a concerned resident had called to make a complaint regarding the property.
The Chair expressed concern that the appellant would not meet the date of the compliance and asked the appellant if he had any further comments regarding his appeal.
Mr. Kellar stated that he had a plan for removing the metal scraps and wood on-site and that the sheds he plans to build would store all totes on the property.
